They mention, ". . .which includes looking into the requirements of infrastructure changes, which could include UTILITIES." (emph. mine)
What they mean by "utilities" folks is WATER and SEWER lines. Do you have $40,000 you do not know what to do with but to enhance some investors' purchases? Do you see how they use words to confuse you? Why didn't they just come out and say, "we are going to run water and sewer lines at taxpayer expense to the tune of $40,000"?
This is what you can expect from your 'new city' public-servants; BS.
