Allow me to tell you of a proven plan that worked in Detroit until the card-carrying Communist Coleman A. Young was elected mayor: it was called S.T.R.E.S.S (Stop the Robberies Enjoy Safe Streets).
It worked like this: disguised as easy-targets, undercover, armed police officers walked the streets of Detroit. When they were accosted and when the need arose, they shot the perpetrators, grave-yard dead. It worked until the Left got into office.
