County Internal Auditor Department takes on new name

April 23, 2014
Lehigh Acres Citizen

The Lee County Clerk of Court Internal Auditor Department has taken on a new name and new duties. The name has been changed to the Internal Audit/Inspector General Department effective April 1, 2014.

The department now incorporates the duties of the Inspector General Public Integrity Unit. This new unit operates separately from the current Audit Services Unit but will be handled by the department's current staff.

The objective of the Inspector General Public Integrity Unity is to provide an improved service to the county and the citizens. It promotes good government and enhanced public trust by conducting investigations to facilitate the development of internal controls and provide for the detection, prevention, and reporting of fraud, waste and abuse directed against County government. The new PIU will be able to perform investigations outside of an audit to determine whether allegations of waste, fraud, abuse and/or ethical misconduct can be substantiated. Investigations that uncover violations to law, policy or regulations result in recommendations for administrative action. When an investigation overturns potential criminal violations, it is presented to the appropriate law enforcement authorities for further action.

The objective of Audit Services Unit is to provide objective and comprehensive audits of Lee County Government and Clerk of Court operations; advance accountability through the provision of assurance and consulting services; and proactively work with the County and Clerk in identifying risks, evaluating controls, and making recommendations that promote economical, efficient, and effective delivery of services.

The Internal Audit/Inspector General Department Charter is available online detailing the mission and scope of work for the IA/IG Department.

In support of the Inspector General Public Integrity Unit, the Clerk added a new online feature Anonymous Tips Online Reporting to the Lee County Clerk of Court website www.leeclerk.org. This feature allows anyone to anonymously send concerns to the Clerk's Internal Audit Department, along with any documentation that may support their claim. This online Anonymous Tips feature is in addition to the hotline number (239-337-7799). This hotline telephone number allows the caller to leave a recorded message of up to 2 minutes for Internal Audit Department and also provides for anonymity.

"We are committed to optimize our opportunities for improving the delivery of government services to our citizens. Adding the Inspector General Public Integrity Unit improves those opportunities," said Clerk of Court Linda Doggett.

Additionally, the Anonymous Tips Online Reporting feature and the hotline number add to the effectiveness of the audit process.

"It is a necessity for the Clerk to offer true anonymity to those who want to report issues and share information but fear retaliation," said Doggett. "The new online feature and the hot-line telephone number provide that opportunity."
