Brothers accused of sexual activity with underage girls

A two-month investigation into alleged underage sexual activity at a Cape Coral business culminated Thursday in the arrest of two brothers at a barbershop owned by the men.

A two-month investigation into alleged underage sexual activity at a Cape Coral business culminated Thursday in the arrest of two brothers at a barbershop owned by the men.
Alfonso Barragan III, 25, and Walter Alexander Barragan, 24, both of 725 N.E. 7th Place, each were charged with promoting sexual activity of a victim less than 16 years of age, procurement for prostitution of a minor under 18 years of age, and sexual assault by a person 24 years of age or older on a victim 16 or 17 years of age, according to a statement released by the Cape Coral Police Department Thursday night.
Walter Barragan was employed briefly in 2008 as a Cape police officer trainee and resigned prior to completing training, officials said.
The arrests came after Cape police executed a search at B’s Barbershop at 1110 Del Prado Boulevard South at 2:47 p.m. The probable cause for the search warrant and the subsequent arrests of the Barragan brothers resulted from aninvestigation involving the Cape Police Vice, Intelligence and Narcotics Unit, Major Crimes Unit and the Lee County Sheriff’s VIN Unit, officials said.
That investigation began after the Cape Police VIN Unit was told of possible underage sexual activity at the barbershop between the brothers and two minor females. A suspect arrested for narcotics violations told Cape police he had video on his cellular phone showing sexual acts between Alfonso Barragan and the two girls, officials said. The suspect told detectives that he had witnessed both brothers having sex with one of the girls in a bathroom. He also reportedly heard Alfonso tell clients to ask one of the girls for sex in exchange for money, officials said, adding most of the alleged sexual activities took place in a “massage” room of the barbershop.
